A filing is essentially proof that you have enough Liability insurance or Cargo insurance to pay for situations that might require you to use this insurance. Also called proof of financial responsibility, a filing is a document that guarantees the government that you're carrying sufficient insurance protection.
A filing protects you and other drivers from potentially high-risk situations, such as an oversized vehicle on the road or a truck hauling hazardous materials.
In addition to filings, some states require certificates of insurance, which are another type of proof of financial responsibility that are processed and handled the same way as filings.

New Regulations
